This is the fifth annual conference of APEA, and will be hosted by the Department of Economics and Santa Cruz Center for International Economics (SCCIE), University of California at Santa Cruz on June 27-28, 2009. The conference is sponsored by the Federal Reserve Bank of San Francisco, USA and the Bank of Korea, Korea.
The conference plans to have several keynote speakers, including Andrew Rose of UC Berkeley.

(b) China Economic Policy Review
The Research Center for International Economics at the University of International Business and Economics, Beijing, and the Department of Economics, Hong Kong Baptist University, Hong Kong, are publishing articles that review, analyze, and comment on contemporary economic policies of China. The articles have to be written for the general public and policy makers, and they need to have enough economic analysis to interest economists. Papers can be written in English and/or Chinese, but they will be published in both English and Chinese. (Authors can submit both the English version and the Chinese version of the articles, or we will do the translation.)
The Review is scheduled to be published four times a year, with the first issue published sometime in 2009.
Two types of articles are welcome: long articles that are based on existing research and research results of the author(s), and short articles that do not require any existing research results and could be on some current issues. Authors of long articles are encouraged to cite their own (published or working) papers and the results.

The Research Center for International Economics and the Department of Economics are organizing the third advanced training program on economics and business administration on July 27 – August 14, 2009 in Seattle. The first two weeks will have lectures on how to write and publish academic papers in international journals, economic situations of some Asia-Pacific economies, and visits to local business/government units. These lectures, which are suitable for both junior faculty members and graduate students, will be given by experienced scholars of various universities, including editors of some international journals. The Appropriate Policy Mix for China

With the holiday shopping season in full swing, those of us who live and work in Japan have probably noticed increased buying power this year, which is an unexpected benefit of the global financial crisis. Since the beginning of the year, the value of the Japanese yen has increased roughly 20% with respect to the U.S. dollar and the euro, and more than 35% when measured against the Australian dollar and the British pound. When we use our yen to purchase foreign-made goods or travel abroad, we are enjoying substantial cost savings and increased purchasing power compared to twelve months ago.
The yen’s appreciation has been attributed to several factors, one of which being the ability of Japan’s financial sector to sidestep the U.S. subprime mortgage-related problems that have dragged down many foreign financial sectors and currencies.
Our neighbors in China, unfortunately, have not been rewarded with a stronger currency despite also avoiding the U.S. subprime-related problems and experiencing strong economic growth. Why? The answer to that question can be found in RIETI Senior Fellow Willem Thorbecke’s contribution to this month’s RIETI Report: “The Appropriate Policy Mix for China.” In his column, Dr. Thorbecke reflects on the optimal foreign exchange policy for China that will balance the country’s needs to maintain economic growth, foster domestic consumption, and improve the living standards of its people.
Dr. Thorbecke was also featured in a recent interview article – “The Effect of Exchange Rate Changes on China’s Labor-Intensive Manufacturing Exports” – about his latest discussion paper that explores specific sectors affected by exchange rates changes.

It is now difficult to imagine that only a year ago the IMF was going through an existential crisis. Almost all major borrowers had repaid their loans and some pundits were suggesting that the high level of precautionary FX reserves in the emerging markets would make the International Monetary Fund unnecessary as a lender of last resort. The global financial crisis has of course once again turned the Fund into an important and, in many cases, pivotal global liquidity provider. The financial shock has exposed financial vulnerabilities in a number of emerging markets…
